Airport Vicinity Protection Area Proposed Changes – Project Update

We are working with the Calgary Airport Authority, to bring forward proposed amendments to the Noise Exposure Forecast (NEF) contour areas within the Calgary International Airport Vicinity Protection Area (AVPA) Regulation for Council’s consideration.

The NEF contours have not been reviewed or updated since 1979. Aviation regulations and technologies have changed and advanced since then. Modernized NEF contour mapping has been developed to reflect the changes to aviation regulations and technologies. These changes will preserve the operations of the Calgary International Airport and enable land use potential in some communities.

 

The proposed amendments will be presented to the Standing Policy Committee on Planning and Urban Development on September 2. If Council approves the resolution to request a Ministerial amendment to the AVPA Regulations, Administration will send the proposed amendments to the Province for consideration. No changes will be made to the AVPA Regulation or the NEF contours unless they are approved by the Province.

9 Avenue S.E. Bridge Replacement – Construction Update

It’s been a busy summer construction season for the 9 Avenue S.E. bridge replacement project, with site preparations well underway for installation of the new bridge.

Construction progress

Over the past several months, crews have been focused on completing required work in the area surrounding the bridge, to prepare the site for installation of the new structure. This work includes road and sidewalk demolition, new stormwater infrastructure and other underground utility works east and west of the new bridge. Construction of concrete approach slabs is underway and the roadway will soon start to be reconstructed. See photos below of (1) concrete pump truck onsite for west approach slab pour and (2) finishing concrete on the roadway deck section.

Behind the scenes

In addition to construction on-site, work continues behind the scenes on the production of steel beams and concrete sidewalk planks. These components will be used for the installation of the new bridge, which is expected to start later in September.

Inglewood/Ramsay Social Recreation Needs – Engagement ending soon

Community Engagement opportunity is closing on Aug. 31. We want to hear from you!

Great communities are built on opportunities to connect and get active. We have begun a process to understand how Calgarians who live, work, and play in Inglewood and Ramsay use social and recreational spaces. We need your input to help us make decisions that reflect your needs.

The City of Calgary is working to determine the long-term futures of the Beltline & Inglewood Recreation facilities, through a thorough understanding of the social & recreational needs of those communities. This process will take place throughout 2020 and 2021 in three phases:

 

  • Discover, in which we’ll seek to understand the social & recreational needs and opportunities of the two communities through several methods including market research, community engagement and consultation with external service providers to identify service gaps and overlaps.
  • Design, in which we’ll evaluate the results of the feedback in the Discover phase to develop recommendations for services or amenities in the community.
  • Deliver, in which we’ll move forward on Council’s direction regarding investments and actions to meet community need and address the long-term future of the facilities.

Help us understand what’s important to you

As we work through the Discover phase, we need the input of your community on how you stay healthy, connected and active. Online engagement is open at www.calgary.ca/inglewoodrec until Aug. 31, 2020. We encourage you to participate in this online survey and make sure your voice is heard.

While you’re there, make sure you apply to receive a Neighbourhood Inquiry Kit, which helps us understand how local residents are meeting their social and recreational needs.

11 Street /12 Street S.E. Route Improvements – Project Update from City of Calgary

The City of Calgary is making changes to 11 Street and 12 Street S.E. - between 9 Avenue and 26 Avenue S.E. to improve the connectivity, access and mobility for people who travel through Ramsay to connect to the Inglewood community.

To address the gap in our sidewalk network along this corridor. We anticipate construction to begin in September 2020 and will be complete by the end of October. All construction is weather dependent, and every effort will be taken to minimize disruption to residents and businesses during construction.

Construction plans:

  • Installing a new asphalt sidewalk and wheelchair ramps on the east side of 11 Street between 17 Avenue to 19 Avenue S.E.
  • Adding a pedestrian crossing across 12 street at 11 avenue SE with overhead pedestrian flasher to improve this connection for people wheeling and walking.
  • Installing a new asphalt sidewalk and wheelchair ramps along the west side of 11 Street between 21 Avenue and 26 Avenue S.E., including a new pedestrian crossing for the CP Rail tracks.
  • Putting in a new southbound bus pad on the west side of 11 Street just south of 23 Avenue S.E.
  • Adding a wheelchair ramp on the southwest corner of 10 Avenue and 12 Street S.E. This wheelchair ramp will be smaller than typical to ensure the nearby tree will not be removed.

A map showing the locations where construction will occur is attached.

During construction, we will temporarily close one vehicle travel lane along 11/12 Street S.E. to complete the work; however, traffic will still be maintained through the area and no truck detours will be required as a result of this work. Business access and transit routes will be maintained.  Although some sidewalks will be closed during construction, alternative pedestrian accommodation will be provided.

When this project is complete, people who travel through Ramsay to connect to the Inglewood community will benefit from improvements in connectivity, access and mobility along the corridor. There will be new connections to local businesses and key destinations such as the Crossroads Market, the Bow River and the 9 Avenue Main Street area.

Ramsay Strikes Back!

As many of you know, RamsayRink and Skate shack were recently hit by with vandalism.

I am happy to say that our community members and volunteers de-graffiti’d and improved the security@ Rink and Shack.

SHOUT OUT TO:

Kevin Watkins and the amazing painting team for their donation of Time and Product, to wipe away all traces of graffiti on the RamsayRink and Skate Shack.   What a generous gesture, and amazing transformation.

Eric Malzer, community volunteer and journeyman electrician, who came out to help paint the graffiti and identified opportunities to improve our exterior lighting to help deter future occurrences of vandalism.  Eric generously donated his time and expertise to troubleshoot, replace and repair the exterior lights on the skate shack soffit and the rink roof, as well as some required safety repairs.

Hello Ramsay Friends

In the year of “Covid” we have had to make a lot of adjustments in our lives.

As we live in this New Normal, we need to change the way the Ramsay Community Association operates and well.

We moved our General and committee meetings online, and they have been going well.

This fall we will need to move our Annual General meeting online as well.

As the event is a bit more technical, we are reaching out to our membership for assistance.

BIA Position on 9th Avenue Re-Development

Please see the Inglewood BIA  website for their position and an interim report, containing  a policy and urban design analysis of the (9th Ave) corridor and demonstrates the impacts of height within the corridor through strategic view analysis.

The interim report has focused on assessing the impacts of 12-storey buildings on 9th Avenue, where supported by the Draft ARP, and concludes that such buildings will have a significantly adverse impact on the character and pedestrian experience of the street and on neighbouring properties.

As there is currently different construction projects happening in the two communities there are construction updates in this newsletter on:

There is also an interesting story on how a new fence is coming to Mills Park in commemoration of the old 9 Avenue S.E. bridge and starting on Monday residents will have opportunity to participate online in an engagement opportunity for Jack Long Park that is on schedule to open this fall 2020. Finally, there is some information about the new e-scooter parking zones now in Inglewood and update on the overall Green Line project.

July 2020

See below for important updates on upcoming construction and projects in the Inglewood and Ramsay communities.

Green Line – Construction Update

Work to relocate ENMAX and Shaw utilities to prepare the way for the Green Line on 11 Street S.E. between 20 Avenue S.E. and 21 Avenue S.E. continues. The ground conditions in the area have created some delays and the truck detour for Sofina Foods (use to be known as Lillydale) is now expected to end on July 28. Work in the area will continue as Shaw begins preparations to move utilities. ATCO is also relocating a gas line in this area (the crossing of Canadian Pacific Rail at 20 Avenue S.E.). This is expected to be completed by the end of July. There is currently a temporary on-street parking zone on 11 Street S.E. to accommodate parking for area businesses which will be removed upon completion of ATCO construction.

Starting on Aug. 3, Canadian Pacific (CP) will be working to relocate railway track behind the Ramsay Design Centre to make way for the future Green Line track. Work includes relocating current railway track, and removal of abandoned track along the west side of the Wye. Work will also include the installation of new fencing along the CP property line with adjacent lands. This work is expected to continue for 12-16 weeks. Jack Long Park – Public Engagement Opportunity from July 20 to Aug. 4

Construction is well underway to redevelop Jack Long Park into a new cultural hub for the community. Before the park is scheduled to reopen this fall, we are looking for input from local community members on one of the park’s design features – new custom bike racks. Citizens are encouraged to visit engage.calgary.ca/jack-long-park (when website is live starting on Monday, July 20) to provide their input on three different bike rack designs.The engagement opportunity is open for input from July 20 to Aug. 4. To select the final bike rack design, The City will take into consideration the feedback obtained from this public engagement, balanced with City policies, bylaws, and priorities. The preferred design, along with a What We Heard, What We Did Report will be shared with the public in the fall of this year at engage.calgary.ca/jack-long-park.

Background

Construction to redevelop Jack Long Park began in October 2018 and was briefly suspended in the summer of 2019 with the discovery of historic artifacts within the site. An archeological assessment of the site was completed in the fall of 2019, and construction resumed in spring 2020. The updated park will offer a new recreational space for families and youth, with a natural play area, picnic tables and a large family style harvest table and chairs, among other amenities. Mills Park – Project Update

New fence coming to Mills Park in commemoration of old 9 Avenue S.E. bridge

We have salvaged some rustic pedestrian railings from the old 9 Avenue S.E. bridge and upcycled them into a fence for the newly designed and opened Mills Park in Inglewood. The railings were lovingly cleaned, repaired and sandblasted before receiving a new coat of paint and arriving back in Inglewood at their new home.

Construction on the new 9 Avenue S.E. bridge continues and is scheduled to open in fall 2020. Visit Calgary.ca/9avebridge to learn other ways The City plans to commemorate the old 9 Avenue S.E. bridge. For more information on Mills Park, please visit calgary.ca/millspark.

 

 

 

Inglewood Sanitary Trunk – Project UpdateThe Inglewood Sanitary Trunk project will continue to work at 8 Avenue and 9 Street S.E. until the end of August to connect the new sanitary pipes to the existing Inner-City Trunk. This intersection will remain closed during this time.In addition, we have been installing manholes at the shafts located along 11 Street S.E. and at the end of 9 Street S.E. and Adelaide Street S.E. Final site restoration and landscaping will follow once this work is completed.

Green Line – Project Update

Following the Request for Qualification (RFQ) process completed in 2019, a shortlist of qualified bidders was selected to proceed to the Request for Proposal (RFP) stage. On July 24, 2020, Green Line will be releasing the RFP for Segment 1 of the Green Line LRT.

Segment 1 includes Ramsay / Inglewood to Shepard (126 Avenue S.E.) and a Maintenance and Storage Facility. Construction is expected to begin in 2021. For more information, please visit calgary.ca/greenline.

Inglewood Bird Sanctuary and Nature Centre – Construction Update

All pathways in The Inglewood Bird Sanctuary are currently open. However, the Nature Centre, the building on site that houses the washrooms, interpretive displays and drinking fountains, is currently closed for renovations. Construction on the Nature Centre is anticipated to be finished in fall 2020. Information on when the Nature Centre will be open, will be announced on Inglewood Bird Sanctuary.

 

 

New E-Scooter Parking in Inglewood for Scooter Riders

With more people using shared electric scooters (e-scooters), we are now testing ways to mitigate public safety concerns while still offering mobility options for Calgarians. Something new you will notice now in Inglewood are painted parking areas intended to be used as a go-to place to find an e-scooter or to end your ride. These areas are called Share & Go Parking zones.

 

The zones are painted in some areas of the sidewalk (photo below) and pathways. You can find the zones in Inglewood located at the Elbow River Traverse, 8 Avenue S.E. and 12 Street S.E., as well as, the 12 Street S.E. bridge. The cost to install the new zones was funded by the permit fees paid by the e-scooter companies and the zones were painted without removing any public parking spots.
